The rental market is an integral part of any European housing system. It enables us to meet the needs of entire social groups, as well as increase mobility and competitiveness on the labor market. Renting makes it possible to adapt housing conditions to various stages of life.

The conditions for the emergence of the institutional rental market in Poland have developed naturally in recent years. We have established the Foundation together with leading industry entities to jointly shape clear rules guaranteeing the safety of tenants, high management standards and appropriate legal regulations.

Our mission is to shape professional standards for the emerging rental market

The rental market is an essential component of a well-functioning housing system. The creation of a stable, professional and safe rental market in Poland will have a positive impact on many areas of social life, economy and finance.

Long-term security

The problem most frequently indicated by tenants is the lack of both stability and a sense of attachment to the place. We want to increase overall trust in the renting.

Proffesional service

Institutional rental enables the implementation of professional standards for the tenants service. We want to create conditions that allow them to feel at home.

Legal conditions

The institutional rental market requires further development in terms of legal regulations. The PRS Foundation motivates and supervises these changes.

PRS design

Built to rent investments must be of the highest functional and material quality. Our goal is to develop rules and conditions that should be met in order to make that happen.

Sustainability

Our goal is to make sure that buildings for rent are environmentally and socially responsible – low-energy, close to public transport and with a diverse offer of dwellings.

Housing policy

We want to support public institutions in the implementation of local and nationwide housing policies, by the use of potential of institutionalised rental.

Professional rental is available where the greatest demand is observed, primarily in the main agglomerations such as Warsaw, Gdańsk, Kraków, Wrocław, Katowice, Poznań and Łódź. Most entities are also analyzing the potential for entering other smaller cities.

Adam Czerniak

PhD in economics, research director and chief economist at the analytical center Polityka Insight and head of the Department of Institutional and Political Economics at the Warsaw School of Economics. Until 2012, a banking economist, previously an associate of the World Bank and the Civil Development Forum Foundation (Fundacja FOR). Author of scientific publications in the field of economic sociology, institutional economics and the real estate market. Polish representative in the European Master in Official Statistics Board operating at Eurostat in the 2021-2023 term.

Joanna Erbel

A sociologist, urban activist, founder and president of the Blisko Foundation. Member of the Board of PLZ Cooperative, leader of the CoopTech Hub municipal club. She worked as Director of the Innovation Office at the Real Estate Polish Development Fund (PFR Nieruchomości) responsible for the implementation of the Mieszkanie Plus housing programme. She coordinated work on the Housing Policy and the Housing Programme 2030 for the Capital City of Warsaw. The author of the book “Out of property. Towards a successful housing policy”.

Katarzyna Kuniewicz

Katarzyna Kuniewicz

Economist, responsible for the organization and coordination of work related to the study of the preferences of flat buyers in Obido (OLX Group). For 8 years she led a housing market research team at REAS and then at JLL. A graduate of the Institute of Economics at the Catholic University of Lublin and a long-time researcher at the Department of Public Finance of this Institute. Member of the team preparing the new Public Finance Act at the Ministry of Finance in 2006-2007.

Agata Twardoch

Agata Twardoch

Architect and urban planner, professor at the Faculty of Architecture of the Silesian University of Technology, member of TUP (Society of Polish Town Planners) and Affordable Housing Forum. She co-runs the 44STO design studio. She deals with accessible housing and alternative forms of housing, conducts scientific research, open popularizing lectures and design workshops. She writes for trade magazines. Designs public spaces, architecture and interiors.

Hanna Milewska Wilk

Hanna Milewska-Wilk

Specialist on housing in the Institute for Urban and Regional Development, rental market analyst, member of the Programme Council of Habitat for Humanity Poland. Over the years she represented the Mieszkanicznik Association in projects, committees and consultations of legal acts. She is a mediator, property manager, sociologist and philologist involved academically, with particular interest in housing cooperatives.

Mikołaj Lewicki

Post-doctoral degree in sociology, assistant professor at the Faculty of Sociology of the University of Warsaw, at the Institute of Advanced Studies. His main interests are economic sociology and sociology of culture. He researches the mechanisms of socio-economic development, based on the so-called extended field of culture, mortgage loans and life with a mortgage and more broadly – the housing market and urbanization processes in Warsaw. Author of the monograph “The social life of mortgage”.

The problem of the rental market in Poland is the lack of clear standards. Neither tenants nor owners are familiar with their rights. This results in situations which surely ring a bell: landlords' unexpected visits, sudden termination of agreements, or disproportionate rent increases. On the other hand, there are landlords who are afraid of unreliable tenants, imagining devastated apartments. In the near future Polish rental market will face major changes, which will affect the standard of flats and the quality of service. So what should the rental in Poland look like?
